The paper suggests allocating investment expenditure depending on the distribution of functional responsibilities between the state and the economic entities. In particular, it is devoted to the development of the national railway infrastructure of Russian Railways JSC. The writer advocates the idea that, under a deficiency of investment resources, unified criteria of effective spending are necessary, not only in terms of main funds modernization, but also for implementation of other governmental programs related to the railway system.
