In order to take into account both external and internal factors influencing the development of the sector of power engineering, there is a need for a flexible planning system that combines elements of technological, economic, and strategic planning. To create such a system, the author suggests a planning scheme that takes into consideration the effect of all parameters that are important in making long-term, medium-and short-term forecasts.
