Abstract:

The article gives a definition of «human capital». The author examines advantages of investing in human capital by the example of experience of developed countries. She also analyzes the attitudes of Russian entrepreneurs to the expenses on staff and evaluates measures aimed at development of human capital undertaken in Russia.
