The article presents a map compiled by the author, which positions enterprising development among the main branches of management in the city of Sochi. It is based on the principle of industrial points of increase for the development priorities of the resort city. Priorities are divided into three levels, each of which is determined by the share of income contributing to the budget. The basis for calculating profitability is cost effectiveness in terms of the ratio of profit and costs, which is an objective basis for the development of enterprising.
