The article deals with the problems of applying the program-targeted method as an instrument of the state support for domestic small enterprises. The author makes a comparative analysis of implementing the programs of support for small enterprises in Russia and abroad. She suggests a new mechanism for the development and formation of support programs allowing to direct public funds at solving the problems of small enterprises at the local level and track the implementation and funding of the programs.
