The existing distribution system of revenue and expenditure responsibilities of public authorities limits the financial possibilities of the region. Allocation of resources is carried out in no consideration of the strategy and peculiarities of social and economic development of the territory and does not conform to the principles of efficiency and expediency. Application of suggested approaches to the delimitation of the budgetary powers between the federal level and the level of federal entities would solve many regional problems.
