Analyzing the developing innovative infrastructure, the author, from a standpoint of system approach, comes to a conclusion that a workedout methodology of the national innovative system development does not exist. In the article it is shown that formation and effective functioning of an innovative system appropriate to the modern level will allow to diverse economy and accomplish a transition from the raw-material orientation of the Russian economy to the developing industry of high technologies and production of competitive output with a high added value.
