The article analyzes the problems of the bank sector development which negatively influence the present condition of small and average businesses as well as the prospects of their development. The authors come to a conclusion that the market of crediting industrial and entrepreneur projects of small and average businesses practically does not exist. For reforming the bank and credit system the authors suggest supporting small regional banks, introducing bank specialization in serving small and average enterprises of the industry.
