The article examines the problem of investment in conditions of natural monopoly, related to the peculiarities of their operating, a combination of public and corporate interests, each of which is specified in certain directions. The fundamental approach to the implementation of this idea is formed on the decomposition of the integral investment process with criteria of the Fayol type functions, the peculiarity of which is in attempt to expand the area of investment analysis on the basis of multi-criteria evaluation of effectiveness.
