In the area of housing and communal services pricing and tariff regulation act as the basic elements for transformation of financial mechanism of this industry. This is due to the fact that, on the one hand, the transformation of the sphere of housing and communal services to self-financing affects the tariff providing function, on the other hand, the social significance of services determines the preservation of their regulated nature. At the same time, with particular urgency manifested the need to enhance the stimulative role of tariff regulation.
