Abstract:

The article discusses various aspects of the development of public-private partnership (hereinafter PPP) in Kazakhstan, confirming the interest of the public and private sectors in this mechanism. The author considers the evolution of the PPP regulatory framework and the functions of organizations that support the implementation of projects at the macro- and meso-level. The assessment of institutional support from the standpoint of world practice is given. The article presents the results of the analysis of the PPP project base at the macro- and meso-level and identifies the dominant areas of contract implementation. The author presents the regional profile of PPP contracts and identifies the active regions that are the leaders of the process. The types of contracting are considered separately. It confirms the focus of the partnership process on the social sphere, which is the area of social obligations of the state. Based on the results of the analysis, the author developed a number of recommendations for organizing an official and independent assessment of the social effect of the implementation of specific projects, changing the priorities of PPP to support the modernization and development of the innovative economy.
