The article presents a multi-level analysis of the current state of children's recreation in Russia, in Primorsky Krai and in its municipalities. On the basis of systematic and statistical analysis of official statistics data, the authors have concluded that the number of camps and number of children rested in them have been decreasing annually, the percentage of country stationary camps in their total number has been becoming extremely low and a percentage of day camps has been becoming too high, and the cost of children's recreation has been becoming high. A number of interrelated problems limiting the development of children's recreation are identified, such as: legislative and regulatory, material and technical base, financing, the ratio of the cost of permits and the quality of services provided, personnel and information components, security, imperfection of the statistical base, typical recreation programs. Proposals aimed at eliminating the identified problems have been developed.
