The article proposes a synergetic approach to the management and development of urban agglomerations as open, complex, dynamic, self-organizing systems. The peculiarity of the synergetic approach is to analyze the existing properties and qualities of the elements of the urban agglomeration space in order to obtain additional synergistic effects of the territory's development on the basis of existing innovations and sources of growth. Groups of innovative types of human activity containing sources of synergy are proposed. The boundaries of the St. Petersburg agglomeration are determined by the existing transport communications. For the further territorial development of the agglomeration processes of the St. Petersburg agglomeration, the main problems and possible solutions are identified. The article discusses some problems of formation and development of new towns in the Leningrad region, such as Kudrovo and Murino, bordering St. Petersburg. It is proposed to locate scientific, transport, logistics and financial centers in the peripheral territories of the St. Petersburg agglomeration, as well as to encourage the placement of economic agents here with their entry into the cluster form of relations. As a result of the combined impact of sources of synergy, it is possible to increase the efficiency of socio-economic development of territorial entities through the implementation of hidden reserves and properties of space.
