Abstract:

The formation of structures that combine in their functioning the need to carry out public functions or the production of public and other protected goods carries the potential for conflict of interest, which is based on the characteristic of the private sector, the desire to maximize profits with the need to produce protected goods in accordance with the conditions of an explicit or implicit contract parameters of quality and quantity.
