Glotov Valeriy Vasilevich – (Transbaikal State University)
The current state of illegal gold mining from small-scale non-industrial gold-bearing placers, as well as the reasons preventing the resolution of this important national economic problem are considered. Russia has a rich historical experience of gold mining by private individuals, which undoubtedly affected the replenishment of the country\'s gold reserves, contributed to the increase in employment, provided a quite acceptable standard of living. Modern conditions are such that the ban on freehold leads to the theft of gold, the Treasury does not have income, and law enforcement officers have big problems. It is possible to solve the problem by changing the existing laws, using unconventional methods of developing small-scale non-industrial gold deposits. All above mentioned will give an opportunity to create new well-paid jobs, to get significant socio-economic benefits, and the extracted gold will go to the state Treasury, and not to criminal structures.
