Abstract:

Many representatives of all levels of government, practice and scientists emphasize that small business (SB) is an important strategic resource for the development of the economy of modern Russia. And this has been repeatedly stressed in his speeches by Russian President Vladimir Putin. In particular, the new "may decree" of the President of the Russian Federation V. Putin "on national goals and strategic objectives of the Russian Federation for the period up to 2024" № 204 from may 07, 2018 it sets goals to increase the contribution of the SB sector to the country's gross domestic product and to bring jobs to the country's economy to 25 million. The level of development of the SB sector depends on the effectiveness of state regulation, which implies the creation of socio-economic and legal conditions for the functioning of small business as part of the socio-economic policy of the state.
