The formation of a new institute of state cadastral evaluation with its evolutionary and integration processes determines the relevance of the study. According to the results of the analytical review, the normative legal acts regulating the activities of the state budgetary institution of the Penza region "State cadastral evaluation" are systematized, its organizational structure with the display of relationships is formed, works and services are highlighted; the updated process of the state cadastral evaluation with the main problems of its production in the new conditions is presented. SWOT-analysis allowed to characterize the problem field of the new organization. The results of the study may be useful to relevant organizations in other regions to enrich the experience.
