The article contains the results of the study of foreign experience in state stimulating of the small business development. The study is supported financially by the Government of Saint Petersburg. The author outlines the key progress factors of foreign state lending programs for small businesses and suggests taking them into consideration in the national programs. The author’s concept of a state lending and guarantee fund is also presented in the article. The aim of the fund is to develop lending programs for small businesses. Activities of the fund will speed up the raise of the national economy after the financial crisis.
