One of the major directions of reforming the Russian agrarian economy is the creation of small economic entities in villages. The authors have appraised the role of small-sized enterprises and their influence on the region’s social-economic state, local and regional markets, and local consumers. The study results confirm that entrepreneurial development and establishment of small economic entities are the prioritised directions of the region’s agrarian policy. Certain ways of incenting entrepreneurial activities in villages have been proposed to solve the related problems, namely: increase of the efficiency of the production state support, introduction of high-quality production, development of credit and consumer cooperation, provision of greater protection to farmers, members of their families and employees.
