The article studies the role of regional development institutes in social-economic development of the constituent entities of the Russian Federation. We reveal the changes at the meso-economic level, which are likely in the post-industrial development of the economy of the subjects of the Russian Federation. The authors sum up the management experience of regional development institutions and conclude that it is necessary to improve the impact on the development of economic and social infrastructure of the regions of the Russian Federation as a whole, and redress the regional imbalance in development. The article clarifies the essence and content of the concept "regional development institute". We identify the main groups of existing meso-level development institutes in Russia and develop the directions for increasing the efficiency of their functioning on the basis of the survey conducted by the heads of development institutes of the subjects of the Russian Federation on the scope of authority and degree of autonomy in investor support issues and interaction with them, priorities in selection of projects for the development of investment and social infrastructure, and issues impeding effectiveness.
