Abstract:
The article presents an assessment of the application of modern approaches to management in the field of housing and communal services (hereinafter-housing) and the necessity of using a matrix approach in order to determine the further directions of development of the studied sphere in specific municipalities. Basic matrix presume a classification of territories according to the level of development of the sphere of utility services (a developed, prosperous, typical, depression, crisis), and determine the vectors of development. For the cities of the Kemerovo region the classification of cities on the basis of the matrix approach is given, the summary matrix allowing to define the status of the cities on the level of development of the sphere and the main directions of development and having practical value at development of strategies and programs of development of the sphere is made.
