The article considers an institutional environment as a basic component of the interaction between the market and the firm. Using the concept of "institutional trap" of neoinstitutional theory which means the inefficient rule of law of self-sustaining nature, the author proposes through the unity of motivation within the "triple helix" model (government, science and business) to form the optimal "entrepreneurial networks" – entrepreneurial structures of the raw materials sector of economy.
